Detailed Biography of Addo Kufuor


From 1997 to 2001, Dr Addo-Kufuor was the shadow Minister of Health (ranking member) in the Parliament of Ghana. As shadow Minister of Health, he visited China, Germany and Zimbabwe to study their health financing schemes, post graduate medical institutions and integration of traditional and orthodox health systems.

Again when invited as an international visitor to the USA by the American government, Dr. Addo-Kufuor took the opportunity to closely study the health delivery system of that country.

From 2001 to date, Dr Kufuor has occupied the position of Minister for Defence and Chairman of cabinet committee on governance. In addition 2002-2003, he acted temporarily as Minister of Interior, while retaining his Defence portfolio.

As acting Minister of Interior, he was responsible for forging the close collaboration between the police and the military that proved so effective in drastically reducing the prevalence of armed robbery cases in the country. Other challenges that he effectively handled as acting Interior Minister include highway robberies, petrol station robberies, indiscipline and attacks on travellers arriving at the Kotoka International Airport.

The police service was substantially reequipped during his tenure of office as acting Interior Minister as well as an improvement in the infrastructural conditions of the prisons services.

He has also played a role on the following parliamentary committees:

From 2001 to date, Dr Addo-Kufuor has been the chairman of Control Board of Command and Staff College of the Ghana Armed Forces.

Dr Addo-Kufuor is a founding member of PFP, APP, Danquah-Busia Club, and the NPP. He is a former member of the national policy and advisory committee of the NPP, chairman of the Health Committee of the NPP; member of the National Executive Council and National Council of NPP. Dr Addo-Kufuor has been the parliamentary candidate for Manhyia since 1993 to date and MP for that constituency since 1997.

As Defence Minister and Member of Parliament for Manhyia, the following are the achievements of Hon. Dr. Kwame Addo-Kufuor:

1. Expansion of 37 Military Hospital (second phase) - started in February 2002 and completed in December 200437 Military Hospital

Ø First Phase - $18Million (completed by previous government).

Ø Second Phase - $20 Million

Ø Shopping Mall

Ø Departments - Polyclinic, Data Processing Centre, Physiotherapy Centre, Male Surgical Ward, Public Health Division

Ø Out-Patients Department - Surgical, Medicare, O & G, ENT, Eye, Dental, Dermatology

The project was commissioned in January 2003 by H.E. J A Kufuor, President of Ghana.

2. Construction of Burma Hall and Library Complex -started in February 2002 and 95% completed as at mid-2005. Its architecture and function shall be similar to the Great Hall on a University Campus and it will be the nerve centre of all important activities: examinations, conferences, durbars, court martial, concerts etc. Total cost ¢17bn. The Library when stocked would be comparable to Balme Library at Legon.

3. Construction of Burma Camp Computer Centre to promote computer literacy in the GAF - started February 2002 and commissioned in January 2004 by H.E. President JA Kufuor, President of Ghana. Total cost-¢3.3bn

4. Ghana Military Barracks (Popularly dubbed Beijing Barracks). 3 Blocks of 28 units each. 2 Blocks of 12 units each to accommodate 24 married couples. 84 singles quarters. Cost $3.8million. Works started in March 2003 and project was commissioned in March 2004 by The Vice Minister of Trade from the People's Republic of China, His Excellency Wei Jian Guo

5. Introduction of emergency response unit- this was initiated after 9th May Accra disaster. The unit has been equipped with thirteen (13) ambulances, ten (10) from the Ghana Armed Forces, and three (3) from the French Embassy. Over 900 school cadets have been trained in first aid delivery. Additionally, two Ghana Air Force helicopters have been earmarked for emergency evacuations

6. Rehabilitation of Military Barracks across Ghana - Rehabilitation of Barracks is another priority of the Ministry of Defence. Due to the magnitude and cost of the rehabilitation in all garrisons, this programme has been phased. The first phase comprised ten (10) projects spread in all garrisons at a cost of ¢1.4 billion. These projects have all been completed. Currently, there are over 19 more projects on-going at various Garrisons to improve accommodation facilities, sewerage systems, provision of portable water, and roads. This constitutes phase II. The total cost for this phase is ¢8.5bn and it is 80% complete. In May 2003, a severe rainstorm which hit Bawa Barracks in Tamale damaged a number or military installations and infrastructural facilities. In order to rehabilitate the buildings and other facilities damaged, a total sum of ¢5billion cedis was provided by the Government.

7. Construction of Kofi Annan International Peacekeeping Training Centre - started in September 2002 and completed in December 2004. This was commissioned by H.E JA Kufuor, President of Ghana, and H.E. Gerhardt Schroeder, German Chancellor. Total cost - $7mn

8. Initiated agro-forestry project for the Military - the project was established at Michel Camp, Tema and extended to other garrisons in the country. An amount of ¢410mn has been raised in support of the project through contributions by public-spirited individuals and organisations. The Forestry Commission offered 50,000 seedlings to support the project. These have been distributed to the garrisons.

9. Enhanced civil-military relations - as a result of rather deplorable relations between civil society and the military, the government through the Ministry of Defence has promoted better relationship through the institution of the 'Armed Forces Open Day' which are held as part of the Independence Day anniversary celebrations. On these Armed Forces Open Days, there is an opportunity for civilians to visit military installations in the garrisons to interact with a cross-section of the military. To ensure its professional development and political neutrality, political organizations such as the ACDRs, 31 December Women's Movement etc in all military units and garrisons have been proscribed.

10. Assisted with the acquisition of naval vessels from US to assist in protecting the maritime resources of Ghana and four (4) MI-17 helicopters from Russia for the Air Force to also assist in both internal and external operations

11. Concluded a Memorandum of Understanding with the University of Ghana for the affiliation of the Ghana Armed Forces Command and Staff College to allow students undertake some of their graduate studies at UoG. Students are given the opportunity to read masters degree in international relations when qualified. The college programme is made flexible enough to allow both military study and university academic work.

12. Construction of the Nicholson Stadium - started in December 2001 and completed in November 2004

13. Submitted a proposal for the construction of a ministerial block to house the Ministry of Defence, the outfits of the CDS and the Chief Director. Cost is approximately $3mn and funded by a $1.25mn Chinese grant and $1.75mn by Government of Ghana (peacekeeping account).

14. Constructed a 20-seater water closet toilet at Moshie Zongo at the cost of ¢52mn (¢40mn from CIDA and the rest from MPs common fund)

15. Constructed a 16-seater toilet facility at Ash-Town at the cost of ¢47mn (sponsored by the Swiss Ambassador)

16. Constructed a 16-chamber shower house at Krofrom market at the cost of ¢21mn (MPs common fund)

17. Renovated an old toilet at Alabar at the cost of ¢6.1mn (MPs common fund)

18. Renovated two bore holes at Duasi at the cost of ¢5mn. (half of cost from Dr. Addo-Kufuor's own resources and the rest from the common fund)

19. Constructed a 20-seater water closet toilet at Buokrom at the cost of ¢90mn (funding, British High Commissioner)

20. Refurbished a school library at Buokrom primary school at the cost of ¢5mn (funding, British High Commission)

21. Presented assorted books to Duasi JSS (funding, UNICEF) and personally donated ¢200,000 from common fund.

22. Donated ¢400,000 to victims of fire out break at St. Louis Training College and ¢10mn for rehabilitation of the College.

23. Installed street light at Buokrom estate at the cost of ¢7.1mn (MPs common fund)

24. Installed street light at Krofrom at the cost of ¢13mn (MPs common fund)

25. Constructed 20-seater complex water closet toilet with floor tiles at the cost of ¢190mn (MPs common fund)

26. Completed roofing and ceiling of six classroom blocks of New Tafo JSS at a cost of ¢64.3mn (GET FUND)

27. Constructed a 20-seater water closet at Manhyia (house of chiefs) at a cost of ¢121mn (EU fund)

28. Renovated Ash-Town Post Office toilet at a cost of ¢27.1mn (MPs common fund).

29. Provided 20 bulbs to be used on street lights for Buokrom town at a cost of ¢10mn.

30. Completed Old Duase KVIP toilet at a cost of ¢5mn. (MPs common fund).

31. Personally donated ¢300,000 towards Duase school block building

32. Constructed drainage works at Afua Kobi to ease congestion (funding from urban roads.)

33. Embarked upon extensive road rehabilitation works at Buokrom town, Krobo-Odumase, Nana Buabasa's area (Ash-Town) and Moshie Zongo (funding from urban roads).

34. Constructed a 100,000 gallon water reservoir to serve both people of Buokrom and Buokrom estate (funding from Ghana Water Company Ltd).

35. Constructed a library for Dichemso JSS at a cost of ¢120mn. (MPs common fund and funding from Nana Akwasi Agyeman).

36. Presented over ¢132mn worth of computers, printers and text books to Dichemso JSS through UNICEF.

37. Distributed over ¢40mn worth of text books to all schools under Manhyia constituency through the assistance of the Latter Day Saints Church and some friends of the MP

38. Constructed Moshie Zongo JSS toilet project at the cost of ¢46mn (common fund).

39. Personally donated ¢3mn to Buokrom M/A JSS.

40. Provided micro credits to 500 women in Manhyia; each given ¢1million (funding from Ministry of Women and Children's Affairs).

41. Secured 127 jobs for the constituents.

42. Constructed 20-seater aqua-privy toilet built by SIF at Afua Kobi-Alabar at the cost of ¢150mn

43. Construction of Abbey's Park Community Centre at the cost of ¢3bn. Project on-going.
